A symbiosis between built forms and the space between. Two buildings give form to a public square, and both in turn depend on it. The library is sunken, and scoops down borrowed light from the public square above. The civic is elevated and must have its public realm to oversee. Internally, a single white parapet wraps its way around the building; up to the civic offices and finally down to the library, nestled in its own world, between the bridge and the river, away from the din of traffic.
